WON, the World Organisation of Notaries, was founded March 2010 in Dun Laoghaire, County Dublin, Ireland, to represent the interests of Notaries Public worldwide, especially in Common Law Jurisdictions.

The purpose of WON is to promote and advance the Federation of International Notaries and the provision of Notarial Services through the world and provide a means for countries wanting to improve their Notarial Profession, including a strong education program that includes a
special course of studies and continuing professional education. A Notary Public is a public officer constituted by law to serve the public in non-contentious legal matters that are often concerned with international business. Notaries’ duties include administering oaths, attesting signatures, and authenticating documents. Such Notarial Acts or Authentic Acts are recognized globally.

The Office of the Notary Public has its origins in the Civil Institutions of Ancient Rome. The profession has evolved in slightly different ways into the Civil Law Jurisdictions of Continental Europe and elsewhere and the Common Law Jurisdictions based on the English legal system.

Initially, WON will represent more than 1500 Notaries Public. The Founding Member Organisations are the Faculty of Notaries Public in Ireland, The Society of Notaries Public of British Columbia, and the Notaries Society of England and Wales. It will be administered in British Columbia, Canada, by WON’s inaugural President Ken Sherk and Wayne Braid (both of British Columbia). WON’s initial executive also comprises David Walsh and Leo Mangan (Ireland), and Anthony Northey and Tom Hoyle (England and Wales).

WON has been incorporated in England as a guarantee company. The founding members are finalising the Charter, whose structure will include a fair and balanced weighting of voting and other rights and corresponding yearly dues and other obligations, based mainly on the numbers of Notaries comprising its members.

The prerequisite for WON membership is a postgraduate degree and/or specific legal training in Notary studies.

Membership is by jurisdiction, for example, England and Wales. WON members are National Societies, who have full WON voting memberships, individuals (non-voting); some Individuals will qualify as Associate Members (observers only). Non-Members may qualify for Affiliate status. The benchmark goal for Affiliate members is to reach full WON membership status. Individual non-voting membership also will be available to qualifying Notaries Public worldwide, regardless of whether their own representational organisation avails itself of WON membership.
